13.1.0 build 26 for XO-4 released

Hi,

Like build 25, build 26 is a quick XO-4-only build of 13.1.0. The only
changes that have happened since build 24 are specific to XO-4, so
there's no immediate need for equivalent builds for the other laptop
models.

This release includes some more changes that should make
suspend/resume more reliable, or at least the problems will be easier
to diagnose. Also, runin should be more stable, as bluetooth has been
temporarily disabled.
