Announcing Q7B18 for XO-4

Q7B18 contains:

- a fix for a suspend and resume hang, in new EC firmware 0.4.00,
  which was easily reproducible with aggressive runin test timings,

- new bluetooth tests,

- new serial terminal feature, previously available out of the build;
  this allows use of an XO as a serial terminal, without any operating
  system, via the built-in UART or a USB serial adapter.
