I do not believe you are confused.
I believe at V 12.1., os21 was the last RC which became official; and
according to the packages.txt
olpc-firmware-q4d17-1.unsigned.noarch
I believe 13.1.0 is still early in development and is only at os3; and
according to the packages.txt
olpc-firmware-q4-d21-1.unsigned.noarch
