If that is the case, which Simon can hopefully confirm or deny, this
is noted under "known issues" on the 13.1.0 wiki page:
http://dev.laptop.org/ticket/12150

It does not happen every time, and I don't think it is anything new in
build 8. If you reflash it'll probably be OK.
