Announcing Q4D25 for XO-1.75

This release contains a huge list of changes, covering the period of
XO-4 development when our work regularly broke the XO-1.75 support.

It has been tested with 12.1.0, and 13.1.0 build 15, but is
targeted for 13.2.0.  Dropbox packages were omitted.

Test reports are encouraged.
