Trac slowness diagnosis

I would prefer to switch to a text entry field.  I don't think the
disadvantage that Martin points out is significant.  It would be easy
for Martin to create a report that shows tickets assigned to people who
don't exist, since the number of people who do exist is much smaller.
We already have thousands of people who don't exist listed in the
drop-down menu, so the disadvantage is already present.
