11.3.1 development build 31 for XO-1 and XO-1.5

The "don't leave us out" build.

This build applies high priority fixes from the 11.3.1 series to XO-1
and XO-1.5 platforms.

Updatable via olpc-update -- try the cmdline below.

Notes:

 - Please test!

 - The package versions are in sync between the x86 platforms, but not
completely in sync with ARM; <10% of the packages have a minor rev
difference. For various reasons, ARM and x86 repos have been frozen at
different times.

 - We have a round of OFW updates that missed the boat. A new build is
coming soon to account for them.

Upgrade online with:

  # XO-1
  olpc-update 11.3.1_xo1.5-31
  # XO-1.5
  olpc-update 11.3.1_xo1-31
