Announcing Q4D16 for XO-1.75

Also, this release displays an incorrect CPU frequency on the banner:

OLPC 1C2, 910 MHz, 1 GiB memory, 8 GB internal storage, S/N SHC00500801
OpenFirmware  Q4D16   EC Firmware 0.4.03   2012-06-08 23:41:32 UTC

910 MHz is displayed even though the processor is running at 800 MHz.

This should be fixed in Q4D17 or Q4D18.
