Announcing Q3C08 for XO-1.5

This release contains a new antenna test utility, and a USB fix for
drives that contain embedded hubs, and for devices that are attached
to hubs that would otherwise prevent the laptop from booting.

Test reports are encouraged.

This release is targeted for 12.2.0 inclusion.
