Impossible to set date in 11.3.0?

Hi Scott,
In the field, this has always been the case.
Here's some instructions for changing date / time from the terminal,
as immortalized in the official manual of the ministry of education of
Peru:

I guess there's no facility for changing date and time in sugar 
because of the DRM stuff.
