os-builder for 12.1.0, failing

So that list of changes are to go from 12.1.0 (based on F17, built
_from_ a F17 host) to the building the early spins of the next stage
OS (12.2.0 or 13.1.0) based on F18.

>From that very recent 4de16cb099040be7f2caf57b7f495e654b2166ad you can
build with the rawhide*.ini files in examples.

If you want to build 12.1.0, you want to switch to the v5.0 branch (on
a F17 build host).
