11.3.1 build 10 released for XO-1.75

The "suspense resume" build, featuring suspend resume that may or may
not resume.

Bugs fixed:
#11379 PS/2 mouse, keyboard wedged after suspend/resume cycle
#11395 Implement Linux Suspend/Resume on MMP2 (still unstable)

Notes:

 - Incomplete fix for #11327 runin-sus -- needs to support XO-1.75

 - Only runin and kernel have changed.

 - Kernel is from wmb's pm4-wmb branch, with no_console_suspend, as
per http://dev.laptop.org/git/olpc-kernel/tag/?id=arm-3.0-11.3.1-os9
