Installing powerd on earlier F11 builds

The charging racks are the only way for these XOs to be charged. The
problem is that children sometimes fail to properly turn off their XOs
before racking them. We have been reminding teachers to ensure that
XOs are powered off when placed in the racks. This has averted further
issues so far, but the real fix is to amend the wakeup behaviour.
