Patch to speed up hover menus

self._popup_anim = animator.Animator(0.0, 10)
self._popdown_anim = animator.Animator(0.6, 10)
self._secondary_anim = animator.Animator(1.0, 10)

seems to work for me also.  I'd love to see that considered for 11.3 .
