Announcing the development of OLPC OS 11.3.0

Hi,

There's no rest for the overworked; we're now kicking off our next
development window for an upcoming release known as 11.3.0 :)

The planned release date is November 1. More information is available here:

Initial builds will be released very soon.

Your feedback is appreciated: we are looking to draw in testing, bug
reports and development efforts from the community, starting now :)
