11.3.1 build 15 released for XO-1.75

OS 15 is additionally understood to fix

#11416 C1 XO 1.75s may not wake up due to RTC from suspend
#11462 Kernel crash seen initializing EC support on a 1.75 B1

Please help us test in build!
