Announcing Q4B08 for XO-1.75

Q4B08 is released.

XO-1.75 community participants who are having trouble because of the
frame key not working (#11153), please upgrade to Q4B08 and os40.  You
will need to use the manual method:

Other changes in this firmware release include:

- enabling the freezing of the display controller (DCON) on those
  laptops with DCON RAM present, and export a property to the operating
  system so that it can do the same,

- add recalibration of DDR3 DRAM,

- add support for GUID Partition Table disks,

- support for game buttons in keyboard handler.
