So a slight update to this.

Unfortunately arm.koji has some issues at the moment which is causing
issues. Its mostly back online but has issues with repo generation and
not all the builders are working.

So over the weekend I setup a mock instance so I could continue
testing the issues with gcc on f-14. dgilmore hinted that a newer
elfutils might assist the gcc issues and he was spot on the money.
>From there I've been testing the rest of the components of the build
chain. Once we get koji in better health we should be able to push the
core build chain for f-14 and then start to look at the core of f-14
to get up a minimal boot env running f-14.
