ta-v84 on new F11-based releases?

I recommend that the OLPC F11/0.84 releases use Turtle Art v84 instead
of v79 (as in currently the version referred to in
http://wiki.laptop.org/go/Activities/G1G1/10.2.0). The new version has
many changes that should make it more stable and much easier to
maintain. It is compatible with all versions of Sugar and it has
undergone extensive testing--much more testing than v79.

One note: I am expecting more i18n updates in the next week or two and
will be pushing a final 0.88 Fructose release (v85) at the same time
that 0.88 Sucrose lands.
