this will affect F11-for-XO-1 builds (Steve CC'd). Some scripts (in
olpc-utils, IIRC) were probing for apci data, and falling back to XO-1
specific interfaces.

If F11-for-XO-1 can include a signed version of this (or later) OFW,
the compat crud can be removed, simplifying things and unifying with
XO-1.5 code.
