Triage #10118 - OFW bug with delegated leases

Current OFW has a bug in its delegated lease support
http://dev.laptop.org/ticket/10118 which affects one of our headline
features for the 10.x.y series.

Not sure how high antitheft ranks for 10.2.0 (10.1.1?)...
