Diagnosing hard lockup on tab-completion on VT

see also #9565, where we get a hard lockup in X if you drag a
window or icon to the left edge of the screen.  i suspect these
are related (but perhaps not, of course).  i currently can't recall
if we've seen lockups purely from VT usage, before.
