Journal behaviour on ext disk: what is sl#1262 about?

Hi Aleksey, all,

I am trying to improve some Journal behaviours re external disks, so
trying to understand the logic.

Looking at git, dsd recently backported the fix for sl#1262 to 0.84.
What is it supposed to do?
