Announcing OFW Q2E41

This release is the culmination of a series of mini-releases that change 
the boot order when the system is in the factory, so that the 
manufacturing test operating system image will boot even if an SD card 
is inserted during production steps.  During that release series, a few 
minor issues with Windows support were corrected.

The intention is that q2e41 will be released to manufacturing, and for 
final Windows qualification testing.
