Control the +5V USB port power on the XO

No, the +5V is only supplied to external USB ports.   The USB  
controller and the
Marvell WLAN module are powered off of +3.3V, which is switched  
separately.

Turn-off times are going to vary, as there is a big cap and no  
internal load.
