This is correct but the real reason is that these are the first (8.1)
and second (8.2) releases of the year.  I do not believe there are plans
to make an 8.3.  This corresponds roughly with a six-month realease
cycle.

8.1 -> 703 -> ECO 4
8.1.1 -> 708 -> ECO 5
8.1.2 -> 711 -> ECO 6
