[sugar] Proposal: Activity developers mailing list

Let's say that the list will be used for:

- announce new activities
- announce changes in ownership
- check for dead/agonizing/orphaned activities
- discuss API and dependancies issues
- ...

I think there are many reasons to get such a list.
