http access to git repository

I am still seeing some issue with doing a fetch? Is this the equivalent to
git-clone?

$ git-http-fetch git://dev.laptop.org/sugar-jhbuild
fatal: Not a git repository
$ git-http-fetch git://18.85.2.147/sugar-jhbuild
fatal: Not a git repository
