[Localization] phpmyfaq -- requesting your input

Hi Todd,

i've update the page with some of the questions i have seen the most.
the main concerns are regarding upgrades, activation and how to create sugar
activities.(these are technical questions but the others that i've seen are
related to the XO cost, crank,,and even win XP).
