Both.  They are strongly related in the case of the browser.

I'm not advocating holding up improvements -- it's not like this
research still needs to be done.  It's been done; the results are
sitting in your library.  I'm just saying, go talk to people before we
go off and start hacking.  Fairly good solutions to the problem are
out there, and many have even already been implemented for Firefox.
