[PATCH] libertas: Add debugfs hooks for configuring LED behavior.

This is a rewrite of
http://lists.laptop.org/pipermail/devel/2007-October/007144.html to use debugfs
instead of private ioctls.  This will help manufacturing test the proper
functioning of the LEDs without having to associate.
