Initially XIM Compose file was implemented using V+C scheme, then (to
make it more compatible) it was changed to C+V.

Of course it can. They are not mutually exclusive, you know, XIM
builds on top of XKB..

I would be very interested. But, as I said, you'd better off testing
them in combination: XKB layout + XIM Compose file.
