It seems that the control panel rewrites /etc/sysconfig/i18n.

I moved the language settings to ~/.i18n because we're trying
to reduce the number of files we rewrite in the OS image.
Ideally, we should be able to mount JFFS2 read-only and use
a separate filesystem for the home.
