Using --excludedocs and --excludepath with yum

IANAL.  How do other embedded distribution address this
problem?

And, by the way, couldn't Fedora save space by just shipping
a single copy of each licens, say, in basesystem?  You can
easily tell how they map to specific packages with rpm -qi.
