Non-XOs showing up in neighborhood

For people in the same network we use link-local messaging (xmpp xep 0174).
Which is also used/supported by iChat, Adium, Gaim, Gajim and Telepathy based
clients using telepathy-salut (such as Empathy).

The Chat activity can uses multi-user chats afaik, which is something only
supported by telepathy-salut (it's not standardized). So you won't be able to
talk to them unless they use a Telepathy based client.
