Two reasons:
  a) often it's pilgrim (the build tool) which changes; your tool
doesn't yet include the pilgrim changelog.

  b) the current koji change-detector can be fooled when redhat
changes packages which are inherited by our olpc2 branch but aren't
actually included in our builds.  This triggers a rebuild, even though
no package included in the build changed.  The new collection scripts
(trac #5279) don't have this problem, but they are not yet in
production use.
