This is actually handled implicitly.  Activities will only be visible
to those who are within scope or explicitly invited, so no one will be
able to see activities I've started unless I explicitly allow them to.
 Essentially, they are invisible until they 'go-visible.'  There are
of course ways to start activities such that they are already visible
to some, or all others, but in a non-sharable activity that can't ever
happen anyway.
