Grab key scrolling

Sugar isn't the right place for something so generic.

The grab key concept is entirely sensible on a regular laptop
with regular desktop software. One could use the Windows logo
or Apple logo key as a grab key.

I suggest doing the development on a regular desktop, to ensure
that this feature is designed in a fully portable way. No XO is
required.

Smooth integration probably means that old apps get scroll wheel
events, while apps that register awareness get something else.
