Ivan, think about defense in depth....
Say we get a sigdanger and/or a file to poll on. I expect we will, and
it will help. To what degree, we don't know.
There are circumstances that *will* fail.
We should still be setting OOM priorities, and we should still be
warning applications in time to save state.
Having OOM shoot really key processes because it doesn't know better is
a total lose.
