Comment (by JordanCrouse):

I have a board here that is also constantly hanging on reboot. Like
Marcelo's board, this only started happening recently. Earlier today, I
noticed that the board halted every other reboot, but I thought it might
be related to the DCON. Then it started halting every time I rebooted
this afternoon, and the behavior continued when the DCON was removed.

Since this is the DCON board, the FS2 header is populated, but 6 of the
pins are bent down to accomodate the daughter board. Since it wouldn't be
very good to bend those pins back up for debugging and then down again to
plug in the DCON, I need to commission a new cable. Once that is done,
 I'll start debugging.
