 Currently, Trac doesn't send e-mail notifications for new bugs, due to the
 way that notifications are structured. The notify mechanism should really
 be made better, e.g. with a siphon feature that can send notifications
 independently of the reporter/updater/owner mechanism.

 Changing the From: header on notification e-mails is needed, as is
 customization of the subject line to remove redundant information (hi,
 dwmw2!).
