 Additional update, just setting FC83 to 0xFF is enough to solve the
 problem.

 And the value that is there by default (0x59) is what the atest boards
 have as a default, but it works there.

 Though the datasheets reads the same for that register between the KB3700
 and the KB3920, clearly the register matters more on the 3700.  So
 wherever the code that sets that register lives, it needs to be updated
 for the KB3700.
