Comment:
 Wider is not better, but the fact that the choice is between UCS-2 and
 UCS-4 (and not, say, UCS-2 and UTF-16) means that we need to stick with
 UCS-4 for now.  We need to represent outside of the basic plane given
 where we are deploying.  Closing for now.
