[OLPC-devel] does softvg manage the BAR registers for graphics?

Ollie Lo had a question we really need to answer. It's pretty simple.

Steve Goodrich or others might know.

Are the BAR registers on the graphics "hard" or are they managed by VSA? 
if VSA, who does it? softvg? We need to get not use softvg but need to 
answer this question.
