What is the requirement for supporting arbitrary USB devices?

Are we supposed to be able to boot from USB? And is this different
from the operating kernel?

Perhaps some development is required here for the operating kernel (ie
the kernel finally booted into)... say we built all USB devices as
modules but keep them as a tailorable compressed file that resides on
the file system. We could make a web gui to manage the set of
available modules. Users could get a pre-tailored set of modules for
the USB devices commonly in use at a particular school from their
teacher or kids could generate their own module sets through the web
page.

Also we would have to have some checks to ensure that the module set
matches the kernel version.
