Comment (by JordanCrouse):

Tom Sylla felt that maybe the PLL isn't locking into place until we do our
first memory access. I tested writing to the memory in the debugger
before the ROM copy, and early results were convincing, so I patched the
code to write to memory in {{{__main}}}, and subsequent ROMs seem to
 consistantly work.

I am hesitant, however, because it seem that some of the wackiness is due
to the debugger - removing the debugger seems to cause the un-fixed ROM to
fail less (but it still fails). I'm nowhere near convinced that this is
actually '''the''' problem that others are seeing, but it is certainly
'''a''' problem and in any case, doesn't hurt.

 My current patch is [http://dev.laptop.org/~jcrouse/warmboot.patch]
PS: Not being able to add attachments to bugs is double plus ungood,
 IMHO)
