[OLPC-devel] GPL compliance for buildrom

Since we will very shortly be making binary ROM images available for use, the
GPL and common sense mandates that we make the source code for the component
parts available as well.

Thusly, we would like to let everyone know about http://dev.laptop.org/www/gpl.
This is the complete list of source code that we use, plus a handy BOM that
lists all the packages in the image along with its component parts.

When we release the image, the GIT tree, the image and the BOM will all be
tagged with the same version, so its clear what came from where by who.

Along with this, a new target was pushed to the buildrom source: 'make bom'
will create a fresh BOM based on the current set of tools.  Also, LinuxBIOS
now creates a tarball of the SVN tree by default, for further traceability.
