[Community] fast tracking scelinux Bolivia

Was there a contributors' program request I missed?  Please submit
one, in one of two ways, and note the timing needs there:
 * still using projectdb.olpc.at until we have another form up
 * by creating a subpage of [[Projects]] (say [[Projects/SCELinux]])
and sending the snail mail info & any private details to
developer at laptop.org
