You can't really call Brightstar.
I mean, you can, but Brightstar doesn't have phone lines for donors/customers like you to call. They don't have a formal process for handling RMA requests from customers, and whomever answers the phone there is unlikely to know anything about the particular customer (that would be OLPC from their point of view) who asked them to ship you your XO box. They just handle the merchandise; they receive the boxes from Quanta, make sure they boot, apply the latest firmware, and slap the FedEx label on them.
The Donor Services lines (1-800-201-7144 M-F, 9am to 8pm) are run by an OLPC contractor known as PatriotLLC.
You need to either call them, or send a note to help at laptop.org.
These are the only two organizations that are authorized to tell Brightstar to ship a replacement box.
And on that note, please understand that requesting an RMA will require you to send the entire product back to Brightstar, including both the faulty power supply and the functional XO.
