[Code-review] Rainbow modifications to prop up the module preloading hack.

These two patches are band-aids for #6797. They do not address the root cause
of the problem which I believe to be poorly chosen tradeoffs between API ease
of use and startup performance in the design and implementation of the Python
activity architecture -- activities should start quickly. Period.

I publish them here and now simply to seek feedback about the approach they
represent -- they are not yet known to run. I (and other interested parties)
will refine them as we are able.
